In order to get a perm that doesn't look frizzy and gross, you need to find a salon that will do a perm on big rollers and that understands that too much time with the solution will make the perm unmanagably frizzy.  When you perm hair, you're using a solution to break down the protein bonds in your hair and another solution to reform some of them.  This means damage is inevitable.  The sections of your hair that have been dyed, however much of it that is, will be more heavily damaged than the rest.

Perm care basically means alternating a protein treatment and a moisture treatment.  Do one of them each week, essentially.

Brushing on and over and maybe past the ears? And it is pretty wavy. I would have to use big curlers to get the waves.

I have recently started shaving my head.  I enjoy it's bald skin texture.  IS there anything that will make it more palatable for my significant other?

She will likely continue to complain until she adapts to seeing you hairless.  I WOULD recommend, however, hats or sunscreen on rare beach days or days out.  No one wants their head to look leprous.

I dyed my hair a dark brown about a year ago. Previously it was peroxide blond. I want to go back. Store bought hair strippers seem to do nothing. Have I stained the cuticle irreparably? And what happens if I just pile on a blond dye?

What sort of brown was it?  Was it a permanent dye or a demi-permanent? 

Most likely what will happen if you pile on the blond dye, honestly, is that you will have parts of your hair that are bleached out the way you want and parts that turn a funky orange.  If you're willing to pay a stylist to do it, it may be possible to bleach it out and tone it to the colour you would like it to be, depending on how damaged it is.

It was a permanent. And I've been reapplying it throughout the year to cover the roots. Urgh, I was really hoping I wouldn't have to pay a salon. Ah well.

Sorry I missed this, julia!  Hair treatments can be made at home or bought in stores.  Protein treatments tend to involve things like mayo, eggs, or keratin. Store or salon bought ones tend to say reconstructing.  Moisture treatments tend to involve things like avocado or banana if you make them at home or say deep conditioning if you buy them in a store.  Most of the time, you use a hair treatment by putting it on for between 3 and 30 minutes then rinsing.  Some of them do better with a minor amount of heat applied.
